A special meeting of the Mayor and City Council of the City of Henderson, Nebraska was held at 8:30 a.m. on September 21, 2017 at City Hall in Henderson, Nebraska. Notice of this meeting was posted at the City Hall, Post Office and Perks.

             Mayor Mike Yoder called the meeting to order at 8:30 a.m. Mayor Yoder declared the meeting to be legal and properly advertised with all members having been informed of the nature of the meeting and having received related information. Mayor Yoder also referred to the open meetings law poster at the back of the council chambers.

             Roll call showed the following present: Mayor Mike Yoder. Council members: Jeb Mierau, Corbin Tessman, Mike Wall and Lee Thiessen. Also present were Reed Miller and Jacob Reiter from Miller and Associates and Kelsey Bergen.

             Mayor Yoder stated the purpose of the special meeting was to discuss the drainage issues on 12th and 15th Streets and to discuss the replacement of concrete panels on 17th Street.

             Jacob Reiter of Miller and Associates explained the drainage on both northeast sides of 12th Street and 15th Street is incorrect due to a couple factors. The engineers had not taken elevation shots far enough east on Cedar Street to determine the actual drainage flow was to the west and not the east. Along with this, Diamond Engineering had constructed the flow line higher than the plans. On 15th Street, Diamond will remove and replace the handicap ramp panel and the one to the south along with 3' wide curb and gutter for 48' to the south. On 12th Street the three north panels will be removed and replaced. The removal and replacement will be done at the cost of the contractors and the engineers. No formal action taken.

             The council reviewed the quote from Diamond Engineering to remove and replace panels of concrete on 17th Street where the panels have settled over time. Diamond Engineering included renting a mobile traffic light to help with traffic control on the north end of 17th Street where it narrows to match the spur. The cost for the mobile lights is $5,500. The quote from Diamond Engineering was $25,168 and they want to complete this work prior to leaving Henderson. The council decided to wait until next summer to possibly replace the panels when harvest traffic and school traffic will not be as heavy. No formal action taken.

             Corbin Tessman made a motion to adjourn. Lee Thiessen seconded. Roll vote: Corbin Tessman, Lee Thiessen, Mike Wall and Jeb Mierau. Motion carried.
