The regular meeting of the Mayor and City Council of the City of Henderson, Nebraska was held at 7:00 p.m. on Tuesday, September 13, 2016 at City Hall in Henderson, Nebraska. Notice of this meeting was posted at the City Hall, Post Office and published in the September 8, 2016 Henderson News. 

                Mayor Jim Mestl called the meeting to order at 7:00 p.m.   Mayor Mestl declared the meeting to be legal and properly advertised with all members having been informed of the nature of the meeting and having received related information.  Mayor Mestl also referred to the open meetings law poster at the back of the council chambers. 

                Roll call showed the following present: Mayor Jim Mestl.  Council members: Corbin Tessman, Jeb Mierau, Mike Wall and Lee Thiessen. 

                Minutes from the August 16 and September 6, 2016 meetings were reviewed. Mike Wall made a motion to approve the minutes as presented.  Corbin Tessman seconded.  Roll vote: Ayes - Mike Wall, Corbin Tessman, Jeb Mierau and Lee Thiessen.  Motion carried.

                Claims were reviewed. Mike Wall made a motion to approve the claims as presented.  Jeb Mierau seconded.  Roll vote: Ayes - Mike Wall, Jeb Mierau, Lee Thiessen and Corbin Tessman.  Motion carried.

                Two building permits were submitted.

                Paul Buller was present to inquire about moving a house into the Providence Subdivision.  He presented to the council that the house would have a basement and new garage added, along with new siding, doors and windows.  The council was in agreement for him to move forward in purchasing a lot and applying for a building permit as it met the covenants for Providence Subdivision.  No formal action taken.

                Mayor Jim Mestl declared the budget hearing open at 7:22 p.m.

                The clerk went over some changes that were requested from the budget study.  As no public was present to discuss the budget, the Mayor declared the hearing to be closed at 7:52 p.m. 

                Mike Wall made a motion to approve an additional 1% increase in the total funds subject to limitation. Lee Thiessen seconded.  Roll vote:  Ayes - Mike Wall, Lee Thiessen, Jeb Mierau and Corbin Tessman.  Motion carried.               

                Corbin Tessman made a motion to adopt the 2016-2017 final budget as presented. Jeb Mierau seconded.  Roll vote: Ayes - Corbin Tessman, Jeb Mierau, Lee Thiessen and Mike Wall.  Motion carried.

                Mayor Jim Mestl declared the public hearing open at 7:54 p.m. to set the final tax request.

                As no public was present, the Mayor declared the public hearing closed at 7:58 p.m.

                Mike Wall made a motion to set the final 2016 tax request rate at .8745.  Corbin Tessman seconded.  Roll vote:  Ayes - Mike Wall, Corbin Tessman, Jeb Mierau and Lee Thiessen. Motion carried.

                Lee Thiessen made a motion to approve the final payment of $2,108.40 to M.E. Collins for Main Street reconstruction.   Mike Wall seconded.  Roll vote: Ayes - Lee Thiessen, Mike Wall and Corbin Tessman.  Abstain: Jeb Mierau.  Motion carried.

                At 8:09 p.m., Mike Wall made a motion to go into executive session to discuss employee wages.  Corbin Tessman seconded.  Roll vote: Ayes - Mike Wall, Corbin Tessman, Jeb Mierau and Lee Thiessen.  Motion carried.

                At 9:50 p.m., Mike Wall made a motion to reconvene into regular session.  Corbin Tessman seconded.  Roll vote: Ayes - Mike Wall, Corbin Tessman, Jeb Mierau and Lee Thiessen.  Motion carried.

                Jeb Mierau made a motion to approve the wages for 2016 - 2017 as follows: Police Chief - $58,456; Clerk - $49,296, Utility Supervisors - $41,808 and $39,000.  Mike Wall seconded.  Roll vote: Jeb Mierau, Mike Wall, Corbin Tessman and Lee Thiessen.  Motion carried.

                Reports were given.  No formal action taken.

                Corbin Tessman made a motion to adjourn.  Mike Wall seconded.  Roll vote: Ayes - Corbin Tessman, Mike Wall, Lee Thiessen and Jeb Mierau.  Motion carried.
