The regular meeting of the Mayor and City Council of the City of Henderson, Nebraska was held at 5:30 p.m. on Wednesday, November 12, 2014, at City Hall in Henderson, Nebraska. Notice of this meeting was published in the November 6, 2014 Henderson News and posted at the City Hall and Post Office.

                Mayor Jim Mestl called the meeting to order at 5:30 p.m.   Mayor Mestl declared the meeting to be legal and properly advertised with all members having been informed of the nature of the meeting and having received related information.  Mayor Mestl also referred to the open meetings law poster at the back of the council chambers. 

                Roll call showed the following present: Mayor Jim Mestl.  Council members: Corbin Tessman,  Lee Thiessen and Jeb Mierau and  Mike Wall. Others present: Rob Mierau, Milan Mierau, Mike SaBell and Chad Casper.

                Minutes from the October 7, 2014 meeting were reviewed. Mike Wall made a motion to approve the minutes as presented.  Lee Thiessen seconded.  Roll vote: Ayes - Mike Wall, Lee Thiessen, Jeb Mierau and Corbin Tessman.  Motion carried.

                Claims were reviewed. Mike Wall  made a motion to approve the claims as presented with the exception of check #15410 for the Rural Apprehension Program. Corbin Tessman seconded.  Roll vote: Ayes -  Jeb Mierau, Corbin Tessman, Lee Thiessen and Mike Wall.  Motion carried.

                One building permit was issued.

                Mike Wall made a motion to adopt Ordinance #404, an ordinance to increase the annual wages of the Mayor to $2,500 and the council members to $1,500 and to suspend the three readings on three different days.  Jeb Mierau seconded.  Roll vote: Ayes - Mike Wall, Jeb Mierau, Lee Thiessen and Corbin Tessman.  Motion carried.

                Corbin Tessman made a motion to approve Ordinance #405, an ordinance to enact a section of the city zoning ordinance to limit propane tank size to the tank size used for outdoor cooking or decorative use and to suspend the three readings on three different days. Jeb Mierau seconded.  Roll vote: Ayes - Corbin Tessman, Jeb Mierau, Mike Wall and Lee Thiessen.  Motion carried.

                Mike Wall made a motion to adopt Ordinance #406, an ordinance to enact a section to the Henderson city zoning ordinance to prohibit fences, structures, pavement, vegetation or plants that obstruct access to utility easements and to suspend the three readings on three different days.  Corbin Tessman seconded.  Roll vote: Ayes - Mike Wall, Corbin Tessman, Lee Thiessen and Jeb Mierau.  Motion carried.

                Jeb Mierau made a motion to approve Resolution #2014-15, a resolution permitting Chief of Police Milan Mierau to continue to participate in the Rural Apprehension Program (RAP) and to approve check #15410 to RAP.  Mike Wall seconded.  Roll vote: Ayes - Jeb Mierau, Mike Wall, Corbin Tessman and Lee Thiessen.  Motion carried.

                Lee Thiessen made a motion to approve the replacement of the variable frequency drive (VFD) for the well with the current model of equivalent VFD in the amount of $8,150 plus installation cost.  Corbin Tessman seconded.  Roll vote: Ayes - Lee Thiessen, Corbin Tessman, Mike Wall and Jeb Mierau.  Motion carried.

                Gas line going to east lift station was discussed. More information will be gathered. 

                Jeb Mierau declared his potential conflict of interest on the N. Main Street reconstruction project.

                Rob Mierau presented the time schedule for the Main Street plans.  Also discussed removing the speaker section from the bid and do separately.  Plans will be taken back to Planning Commission for final approval.

                Mike Wall left the meeting at 6:51 p.m.

                The GIS services were discussed.  The clerk will have Adam Darbro attend the December meeting to discuss in further detail what services he is willing to provide for the city.

                The utility tractor was discussed.  The city employees will explore different options and sizes.

                The welder was discussed. The city employees will call the dealer directly.

                Jeb Mierau made a motion to approve the three switches required to convert the well system over to fiberoptic for $1,500 plus installation costs. Lee Thiessen seconded.  Roll vote: Ayes - Jeb Mierau, Lee Thiessen and Corbin Tessman.  Absent - Mike Wall.  Motion carried.

                Reports were given.  No formal action taken.
