The regular meeting of the Mayor and City Council of the City of Henderson, Nebraska was held at 7:00 p.m. on March 14, 2017 at City Hall in Henderson, Nebraska. Notice of this meeting was posted at the City Hall, Post Office and published in the March 9, 2017 Henderson News. 

                Mayor Mike Yoder called the meeting to order at 7:00 p.m.   Mayor Yoder declared the meeting to be legal and properly advertised with all members having been informed of the nature of the meeting and having received related information.  Mayor Yoder also referred to the open meetings law poster at the back of the council chambers. 

                Roll call showed the following present: Mayor Mike Yoder.  Council members: Corbin Tessman, Jeb Mierau, Lee Thiessen and Mike Wall.

                Minutes from the February 14, 2017 meeting were reviewed. Jeb Mierau made a motion to approve the minutes with correction on the building permits to reference Henderson Health Care as owner of house and not Andrew Nunnenkamp.  Corbin Tessman seconded.  Roll vote: Ayes - Jeb Mierau, Corbin Tessman, Mike Wall and Lee Thiessen, .  Motion carried.

                Claims were reviewed. Jeb Mierau made a motion to approve the claims as presented.  Lee Thiessen seconded.  Roll vote: Ayes - Jeb Mierau, Lee Thiessen, Mike Wall and Corbin Tessman.  Motion carried.

                Two building permits were submitted last month.  One for Nick Heinrichs for a garage and another for Henderson Housing Authority for an addition to a unit.

                No other committee members were present.

                Jacob Reiter was present from Miller and Associates to discuss the three bids received for the 12th Street and 15th Street construction.  Diamond Engineering was low bid at $357,255.48, M.E. Collins was second low at $399,005.40 and TCW Construction was third low at $406,727.00.  After discussion on Miller’s recent interactions with Diamond Engineering, it was the engineer’s recommendation to go with Diamond Engineering as the contractor and to have engineer supervision on-site for 40 hours per week for a 60-day observation period. 

                Mike Wall made a motion to accept the engineer’s recommendation for awarding the contract to Diamond Engineering for the 12th Street and 15th Street construction.  Jeb Mierau seconded.  Roll vote: Ayes - Mike Wall, Jeb Mierau, Corbin Tessman and Lee Thiessen.  Motion carried.

                After discussion on the merging of the Ambulance District and the Rural Fire District to create one district, Corbin Tessman made a motion for the city council to agree to the merging of the Ambulance District and the Rural Fire District to create one district according to state statutes.  Jeb Mierau seconded.  Roll vote: Ayes - Corbin Tessman, Jeb Mierau, Lee Thiessen and Mike Wall.  Motion carried.

                Corbin Tessman made a motion to adjourn.  Jeb Mierau seconded.  Roll vote: Ayes - Corbin Tessman, Jeb Mierau, Mike Wall and Lee Thiessen.  Motion carried.
