A special meeting of the Mayor and City Council of the City of Henderson, Nebraska was held on Monday, July 30, 2012 at 5:00 noon at City Hall in Henderson, Nebraska. Notice of this meeting was posted at the City Hall, Post Office and Police Department.

              Mayor Ken Bergen called the meeting to order at 7:30 p.m. Mayor Bergen declared the meeting to be legal and properly advertised with all members having been informed of the nature of the meeting and having received related information. Mayor Bergen also referred to the open meetings law poster at the back of the council chambers.

              Roll call showed the following present: Mayor Ken Bergen. Council members: Mike Wall, Lee Thiessen, Jim Mestl and Scott Erb. Also present were the chamber director, Dale Epp, Glen Coffey and chief of police.

              Lee Thiessen made a motion to adopt Ordinance #397, an ordinance annexing Irregular Tract #26 (city property gifted by Jim and Nora Ohrt) into the city limits and to waive the three readings on three different days. Scott Erb seconded. Roll vote: Lee Thiessen, Scott Erb, Mike Wall and Jim Mestl. Motion carried.

              Mike Wall made a motion to appoint Rob Mierau to the Planning Commission to replace Daphne Hall as she has moved out of city jurisdiction. Jim Mestl seconded. Roll vote: Ayes - Mike Wall, Jim Mestl, Scott Erb and Lee Thiessen. Motion carried.

              The tax increment finance process was discussed in detail for the Providence Subdivision. Dale Epp and Glen Coffey were present to discuss their concerns of the time frame to have the financing in place versus Dale Epp wanting to have house built by the end of the year. The council acknowledged his concern and expressed the tax increment financing was necessary to help pay for the infrastructure for the Providence Subdivision and the City would continue to move this project forward. Otherwise a price would be set to allow him to not be part of the tax increment financing project. No formal action taken.

              Jim Mestl made a motion to recommend the Providence Subdivision plat to the Planning Commission to start the preliminary plat process. Mike Wall seconded. Roll vote: Ayes - Jim Mestl, Mike Wall, Lee Thiessen and Scott Erb. Motion carried.

              Scott Erb made a motion to recommend the Blight Study and Redevelopment Plan for the Providence Subdivision to the Planning Commission for their input. Lee Thiessen seconded. Roll vote: Ayes - Scott Erb, Lee Thiessen, Mike Wall and Jim Mestl. Motion carried.

              Jim Mestl made a motion to adjourn. Scott Erb seconded. Roll vote: Ayes - Jim Mestl, Scott Erb, Mike Wall and Lee Thiessen. Motion carried.
