The regular meeting of the Mayor and City Council of the City of Henderson, Nebraska was held at 7:00 p.m. on July 11, 2017 at City Hall in Henderson, Nebraska. Notice of this meeting was posted at the City Hall, Post Office and published in the July 6, 2017 Henderson News.

             Mayor Mike Yoder called the meeting to order at 7:00 p.m. Mayor Yoder declared the meeting to be legal and properly advertised with all members having been informed of the nature of the meeting and having received related information. Mayor Yoder also referred to the open meetings law poster at the back of the council chambers.

             Roll call showed the following present: Mayor Mike Yoder. Council members: Lee Thiessen, Corbin Tessman and Mike Wall. Absent: Jeb Mierau. Also present were employees Chad Casper, Milan Mierau and Chamber Director Kelsey Bergen.

             Public forum was opened to the floor. Friesen Avenue resident Dave Bridges presented his concern of the bind weed and dandelions in the Lakeview Park and asked if the city could spray them. This will be discussed further in the near future to put a plan in place. No formal action taken.

             Residents Kevin and Rebecca Schultz from Providence Subdivision addressed the council to consider a less tax increment financing property tax valuation for Lot 10 in Providence Subdivision since the lot and house they own in the subdivision exceeds the set tax valuation. No formal action taken.

             Residents from Providence Subdivision Michael Hiebner, Amy Peters, Kevin and Rebecca Schultz addressed the council for clarification of the covenants for Providence Subdivision on the square footage of a house and definition of living space. No formal action was taken. This will be an agenda item at the next regular council meeting.

             Minutes from the June 13, 2017 meetings were reviewed. Lee Thiessen made a motion to approve the minutes as presented. Mike Wall seconded. Roll vote: Ayes - Lee Thiessen, Mike Wall and Corbin Tessman. Absent: Jeb Mierau. Motion carried.

             Claims were reviewed. Mike Wall made a motion to approve the claims as presented. Lee Thiessen seconded. Roll vote: Ayes - Mike Wall, Lee Thiessen and Corbin Tessman. Absent: Jeb Mierau. Motion carried.

             Four building permits were submitted last month. Corbin Tessman for a garage, Brandon Ogorzolka for a wood fence, Kevin Friesen for a house and John Friesen for a chain link fence.

             Mayor Mike Yoder presented to the council his proposed budget process and time line. Mayor Yoder would like for each council member to present their own priority list by end of July and to review the complete list at the August meeting. No formal action taken.

             The SENDD Nuisance Program was discussed further. Mayor Yoder explained the Henderson Code Book states the mayor, chief of police and the court system are directed to enforce nuisances within two miles of the municipal corporate limits. With this in mind, the positive of utilizing SENDD is the process of how the program works by targeting issues vs. residents. The negative is the cost of the program. Chief of Police Milan Mierau discussed the city of Fairbury’s cleanup process. It was further discussed should the city do a city wide clean up day once a year. No formal action taken.

             A mural idea for the west side of the Henderson Community Coop building was presented by Mayor Mike Yoder. Mayor Yoder approached a local artist to come up with an idea utilizing the past, present and future theme. The 8' x 16' mural will cost approximately $15,000. Funding ideas were discussed.

             The pre-construction meeting for the 12th and 15th Street projects will be held at 2:00 p.m. on Wednesday, July 19 at City Hall. The contractors, engineers and utility people will be present to discuss construction time line and plan. Mayor Mike Yoder asked the council to consider sidewalks on the east side of 12th Street to be moved to back of the curb to allow vehicles to park in driveways and not block the sidewalk. Mayor Yoder stated he met with the residents personally on that side and the majority of the property owners were receptive to the idea of moving the sidewalk. The council directed to the clerk to contact the engineers and start the change order process for moving the sidewalk to back of curb on the east side of 12th Street.

             The clerk presented a worksheet with several different options and prices for a utility pickup as this was requested at the previous council meeting. Mike Wall made a motion to approve Friesen Ford’s quote for the 2017 Ford F250, extended cab with an 8' box in the amount of $29,400. Lee Thiessen seconded. Roll vote: Ayes - Mike Wall, Lee Thiessen and Corbin Tessman. Absent: Jeb Mierau. Motion carried.

             The Downtown Park shelter remodeling was discussed further. The clerk is to solicit bids for extending the shelter to the north 16' x 16' to create an “L” shape.

             Reports were given.
