The regular meeting of the Mayor and City Council of the City of Henderson, Nebraska was held at 7:00 p.m. on December 12, 2017 at City Hall in Henderson, Nebraska. Notice of this meeting was posted at the City Hall and Post Office and published in the December 7, 2017 Henderson News.

             Mayor Mike Yoder called the meeting to order at 7:00 p.m. Mayor Yoder declared the meeting to be legal and properly advertised with all members having been informed of the nature of the meeting and having received related information. Mayor Yoder also referred to the open meetings law poster at the back of the council chambers.  

             Roll call showed the following present: Mayor Mike Yoder. Council members: Mike Wall, Corbin Tessman and Lee Thiessen. Absent: Jeb Mierau. Also present was Milan Mierau.

             Minutes from November 14, 2017 were reviewed. Lee Thiessen made a motion to accept the minutes as presented. Corbin Tessman seconded. Roll vote: Ayes - Lee Thiessen, Corbin Tessman and Mike Wall. Absent: Jeb Mierau. Motion carried.

             Corbin Tessman made a motion to pay the claims as presented. Lee Thiessen seconded. Roll vote: Ayes - Corbin Tessman, Lee Thiessen and Mike Wall. Absent - Jeb Mierau. Motion carried. 

             One building permit for Matt Siebert for an addition to a building, a demolition permit for Marlene Peters and two demolition permits for Henderson Health Care were submitted this past month.

             The Mayor recommendations were reviewed. Mike Wall made a motion to accept the Mayor recommendations for 2018. Corbin Tessman seconded. Roll vote: Ayes - Mike Wall, Corbin Tessman and Lee Thiessen. Absent: Jeb Mierau. Motion carried.

             The agenda item for election of council president was tabled until the January meeting since Jeb Mierau was absent.

             York College student Garret Ewing presented an updated power point on the information the York College students had gathered from various artists for the mural on the Henderson Coop building. A third artist has submitted their design and another artist had withdrawn their design. Fund raising was discussed on how to help pay for multiple murals and how to make it more interactive with social media.

             Corbin Tessman made a motion to approve a more interactive social media design based off of the #HeyHende mural design submitted by Ann Williams on the west wall of Henderson Coop if Henderson Coop’s board of directors approves the design. Mike Wall seconded. Further discussion was to fund raise while the west wall is being painted to be able to continue the design on to the north wall of Henderson Coop and who will be responsible for the maintenance of the mural. Ayes: Corbin Tessman, Mike Wall and Lee Thiessen. Absent: Jeb Mierau. Motion carried.

             The third and final readings of Ordinances #410 and #411 were had for the increase of the water and sewer rates starting in 2018. No public was present for the readings.


             Mike Wall made a motion to adopt Ordinance #410, an ordinance to establish water rates within the city of Henderson and to amend Section 3-109 of the Henderson City Code and to repeal all other ordinances in conflict herewith and to provide for the effective date of the ordinance. Lee Thiessen seconded. Ayes - Mike Wall, Lee Thiessen and Corbin Tessman. Absent: Jeb Mierau. Motion carried.

             Mike Wall made a motion to adopt Ordinance #411, an ordinance to establish sewer rates within the city of Henderson and to amend Section 3-205 item #1 of the Henderson City Code and to repeal all other ordinances in conflict herewith and to provide for the effective date of the ordinance. Lee Thiessen seconded. Ayes - Mike Wall, Corbin Tessman and Lee Thiessen. Absent: Jeb Mierau. Motion carried.  

             The agenda item for signs on the Main Street railings was tabled until the next meeting as Jeb Mierau was absent and he was the council member who asked for this item on the agenda. No formal action taken.
