The regular meeting of the Mayor and City Council of the City of Henderson, Nebraska was held at 7:00 p.m. on Tuesday, April 12, 2016 at City Hall in Henderson, Nebraska. Notice of this meeting was posted at the City Hall, Post Office and published in the April 7, 2016 Henderson News. 

                Mayor Jim Mestl called the meeting to order at 8:00 p.m due to lack of a quorum until then.   Mayor Mestl declared the meeting to be legal and properly advertised with all members having been informed of the nature of the meeting and having received related information.  Mayor Mestl also referred to the open meetings law poster at the back of the council chambers. 

                Roll call showed the following present: Mayor Jim Mestl.  Council members: Mike Wall, Jeb Mierau, Corbin Tessman and Lee Thiessen. 

                Minutes from the March 8 and March 23, 2016 meetings were reviewed. Corbin Tessman made a motion to approve the minutes as presented. Jeb Mierau seconded.  Roll vote: Ayes - Corbin Tessman , Jeb Mierau, Mike Wall,  and Lee Thiessen. Motion carried.

                Claims were reviewed. Mike Wall made a motion to approve the claims as presented.  Corbin Tessman seconded.  Roll vote: Ayes - Mike Wall, Corbin Tessman, Lee Thiessen and Jeb Mierau.  Motion carried.

                Three building permits were submitted.

                After receiving one sealed bid for the merry-go-round, Lee Thiessen made a motion to accept the bid from Steve Peters in the amount of $310.  Corbin Tessman seconded.  Roll vote: Ayes j- Lee Thiessen, Corbin Tessman, Mike Wall and Jeb Mierau.  Motion carried.

                After receiving two sealed bids for the Kushman scooter, Jeb Mierau made a motion to accept the high bid from Dale Goertzen in the amount of $165.  Mike Wall seconded.  Roll vote: Ayes - Jeb Mierau, Mike Wall, Corbin Tessman and Lee Thiessen.  Motion carried.

                After receiving one sealed bids for the bikes, Mike Wall made a motion to accept Rick Vaught’s bid in the amount of $10 for all the bikes.  Lee Thiessen seconded.  Roll vote: Ayes - Mike Wall, Lee Thiessen, Jeb Mierau and Corbin Tessman.  Motion carried.

                Mike Wall made a motion to accept the planning commission’s recommendation of Deb Wilhelm and Jason Lewis as new members to fill the two open positions on the planning commission.  Corbin Tessman seconded.  Roll vote:  Ayes - Mike Wall, Corbin Tessman, Lee Thiessen and Jeb Mierau.  Motion carried.

                The cluster mailboxes were discussed for Providence Subdivision.  The council felt a cluster of mailboxes should be placed on the properties of those interested in mailboxes instead of a lot that is still for sale.  No formal action taken.

                Mike Wall made a motion to approve the budget amount of $10,000 for the Galaway Creek allocation.  Corbin Tessman seconded.  Roll vote: Ayes - Mike Wall, Corbin Tessman, Lee Thiessen and Jeb Mierau.

                Jeb Mierau made a motion to approve the budget amount of $11,000 for the Chamber allocation.  Mike Wall seconded.  Roll vote: Jeb Mierau, Mike Wall, Lee Thiessen and Corbin Tessman.  Motion carried.

                Jeb Mierau made a motion to approve the budget amount of $5,500 for the fireworks show on July 9.  Lee Thiessen seconded.  Roll vote: Ayes - Jeb Mierau, Lee Thiessen, Mike Wall and Corbin Tessman.  Motion carried.

                Corbin Tessman made a motion to approve the budget amount of $25,000 for Patchmasters.  Lee Thiessen seconded.  Roll vote: Ayes - Corbin Tessman, Lee Thiessen, Jeb Mierau and Mike Wall.

                Jeb Mierau made a motion to approve the purchase of a new pool vacuum in the amount of $2,500.  Mike Wall seconded.  Roll vote: Ayes - Jeb Mierau, Mike Wall, Corbin Tessman and Lee Thiessen.  Motion carried.

                Jeb Mierau made a motion to approve the budget item of four  21' benches for the ballfield dugouts.  Lee Thiessen seconded.  Roll vote: Ayes - Jeb Mierau, Lee Thiessen, Corbin Tessman and Mike Wall.  Motion carried.

                Mike Wall made a motion to approve a contribution of $500 to York Crimestoppers.  Corbin Tessman seconded.  Roll vote: Ayes - Mike Wall, Corbin Tessman, Lee Thiessen and Jeb Mierau.  Motion carried.

                Jeb Mierau declared himself as an Ayars and Ayars’ employee.

                The list of completion items for ME Collins was reviewed and discussed.  No formal action taken. 

                Mike Wall made a motion to approve Ayars and Ayars’ pay request in the amount of $1,877.72.  Lee Thiessen seconded.  Roll vote: Ayes - Mike Wall, Lee Thiessen and Corbin Tessman.  Abstain - Jeb Mierau.  Motion carried.

                Jeb Mierau rejoined as a council member.


                Kevin Postier and Steve Michel were present on behalf of Henderson State Bank and the repair of the radiant heat sidewalk work done by Pulver Plumbing.  As it was explained by Steve Michel, the installation of a handrail had pierced through a pipe and Pulver Plumbing had to return to repair the pipe.  Mike Wall made a motion to reimburse Henderson State Bank the amount of $521.25 for the repairs.  Corbin Tessman seconded.  Roll vote: Ayes - Mike Wall, Corbin Tessman, Lee Thiessen and Jeb Mierau.  Motion carried.

                The curb at the address of 1211 Cedar Street was discussed.  It was explained by city employees the curb at this address was not damaged by the city.  No formal action taken.

                Corbin Tessman made a motion to adjourn.  Jeb Mierau seconded.  Roll vote: Ayes - Corbin Tessman, Jeb Mierau, Mike Wall and Lee Thiessen.  Motion carried.
