The regular meeting of the Mayor and City Council of the City of Henderson, Nebraska was held at 7:00 p.m. on April 11, 2017 at City Hall in Henderson, Nebraska. Notice of this meeting was posted at the City Hall, Post Office and published in the April 6, 2017 Henderson News.
Mayor Mike Yoder called the meeting to order at 7:00 p.m. Mayor Yoder declared the meeting to be legal and properly advertised with all members having been informed of the nature of the meeting and having received related information. Mayor Yoder also referred to the open meetings law poster at the back of the council chambers.
Roll call showed the following present: Mayor Mike Yoder. Council members: Jeb Mierau, Lee Thiessen and Mike Wall. Absent: Corbin Tessman. Also present were pool manager Angie Bergen, planning commission and recreation department representatives Joni Powers and Dani Siebert. Police Chief Milan Mierau was also present.
Minutes from the March 14, 2017 meeting were reviewed. Mike Wall made a motion to approve the minutes as presented. Lee Thiessen seconded. Roll vote: Ayes - Mike Wall, Lee Thiessen and Jeb Mierau. Absent: Corbin Tessman Motion carried.
Claims were reviewed. Lee Thiessen made a motion to approve the claims as presented. Mike Wall seconded. Roll vote: Ayes - Lee Thiessen, Mike Wall and Jeb Mierau. Absent: Corbin Tessman. Motion carried.
Two building permits were submitted last month. Henderson Daycare Development Center for a fence and Mark Chervinka for a back porch.
Dale Epp was present to discuss the irrigation well inside city limits and if the city would consider financially contributing towards capping and/or moving well. It was discussed the agreement with the previous owners for the well was the well could be inside city limits until it needed to be re-drilled and that all expenses were to be paid by the owner. No formal action taken.
The park plan prepared by Miller and Associates was reviewed. After reviewing the ballfield and pool sections of the park plan, the priority was to move the sand volleyball court over by the swimming pool, move and update the restrooms at the ballfields and to add restrooms in the park by the tennis courts. Brenda Jensen from Miller and Associates will be present at the May meeting. No formal action taken.
The nuisance and unsafe building ordinances were discussed. It was suggested for Craig Eberly from SENDD to attend the May meeting to give the council a presentation on the program SENDD has available for members on this topic.
Ordinance #392 concerning ATV and UTV type vehicles was discussed on whether or not to allow them inside city limits. After discussion, the council decided it should remain they are not allowed to be driven within city limits.
Remaining budget items for 2016-2017 were discussed.
Jeb Mierau made a motion to purchase one blue and one green powder coated water drinking fountains to replace the current ones at the swimming pool and the Lakeview Park shelter area. Mike Wall seconded. Roll vote: Ayes - Jeb Mierau, Mike Wall and Lee Thiessen. Absent: Corbin Tessman. Motion carried.
After reviewing Parpart’s bid to caulk and paint the swimming pool, Jeb Mierau made a motion to hire Parpart for the amount of $18,787. Lee Thiessen seconded. Roll vote: Ayes - Jeb Mierau, Lee Thiessen and Mike Wall. Absent: Corbin Tessman. Motion carried.
Jeb Mierau made a motion to hire Maguire Iron to power wash the outside of the water tower and to inspect the inside of the water tower for $8,600. Mike Wall seconded. Roll vote: Ayes - Jeb Mierau, Mike Wall and Lee Thiessen. Absent: Corbin Tessman. Motion carried.
