The regular meeting of the Mayor and City Council of the City of Henderson, Nebraska was held at 7:30 p.m. on Tuesday, April 11, 2006 at the City Hall in Henderson, Nebraska.

Mayor Lucas Epp called the meeting to order at 7:30 p.m. Roll call showed the following present: Mayor Lucas Epp. Council members: Deb Friesen (7:50 pm), Jim Mestl, Matt Friesen and Scott Erb. Also present was the city clerk.
Minutes from the March 14 meeting and March 30 retreat were presented. Matt Friesen made a motion to approve the minutes as presented. Jim Mestl seconded. Roll vote: Ayes - Jim Mestl, Matt Friesen and Scott Erb. Deb Friesen - absent. Motion carried.
Claims were presented. Scott Erb made a motion to approve the claims as presented with the exception of the payment to Virg’s Plumbing. Jim Mestl seconded. Roll vote: Ayes - Jim Mestl, Matt Friesen and Scott Erb. Deb Friesen - absent. Motion carried.
Matt Friesen made a motion to accept the Virg’s Plumbing claim. Deb Friesen seconded. Roll vote: Ayes - Jim Mestl, Matt Friesen and Deb Friesen. Abstain: Scott Erb. Motion carried.
The mower situation was discussed. Lowell Hiebner was present to inform the council that he is now a dealer for the Hustler mower line and gave a brief presentation to the council on the Hustler mower. After discussion, it was decided to wait one to two years before replacing the current mower.
The new well situation was discussed. Sargent Drilling is in the process of abandoning the test wells that will not be used due to quality results of the test wells.
At 8:00 p.m. the Mayor recommended that the city engineers open the street bids for 14th Street, 15th Street and Elm Street reconstruction. Seven bids were submitted to the city clerk. The engineers verified all bonds and stated each bid submitted for the base bid and alternatives. The low bid was from Diamond Engineering with the base bid being $62,581.30 (15th Street water main and street paving); alternate #1 (Elm Street water main and street paving) being $73,989.70, alternate #2 (14th Street paving) being $104,049.65 and alternate #3 (base plus all alternates) being $239,569.20. The engineers are going to verify all figures and the council will have a special meeting to award or reject the bids. No formal action taken.
The council reviewed Huebert Land Leveling’s bid to redo Walnut Street in the N. Industrial Park. Jim Mestl made a motion to accept the bid to regrade and clean out ditches in the N. Industrial Park for $20,423. Matt Friesen seconded. Roll vote: Ayes - all. Motion carried. Huebert Land Leveling is also authorized to do periodic maintaining of the road for $680 each time in the N. Industrial Park.
Brenda Scavo, York County Treasurer was present to discuss automatic deposit into accounts for the county money collected for the City of Henderson through taxes.
Matt Friesen made a motion to adjourn. Jim Mestl seconded. Roll vote: Ayes - all. Motion carried.
